Database NUP license - users

Hello,

We have Database enterprise edition - named user plus perpetual license for our test environment.

Can someone help with who are considered users for the NUP license perspective?

- Is the OS users like root are on the list?

- Or is it only db access users? (like sys, user1, ..etc)

- We have two different db instance on same server, how are the users calculated in this case?
