Database not allowing connections

Hi, we're a group of students, and in a PC with windowsXP-SP2 (we're gonna callit SERVER) we installed oracle10g enterprisse edition. Now that we are trying to connect developer6i to the DB from others pc (laptops/desktops) using "Oracle Net8 Easy Config" present the following error ORA-12224: TNS:no listener.

Is this for the relation OS-DB version we're using in the server? ... Thanks for all the help.
