Database mounted and opened but no services in Windows server ?

Hello Community,

I have a database that I mount using its own pfile. The database mounts and opens successfully, but I can't connect to it. I receive the message : ORA 12560 : TNS:protocol adapter error

When I check in the services wether the database services is there, I can't find it. The database name is TestingDB

Is there any solution for that please ?
