Database Links supported?

Hello

We would like to know if Oracle 23c Free supports database links as supported by Oracle 19c Standard Edition. The use case is to connect two Oracle 23c Free instances by database links

create database link otherTmcsDb using 'otherTmcsDb';

Please provide a link to the documentation.
