Database link between Oracle different versions

Hello,

I have to upgrade a database 12.1.0 to 12.2.0 or above.

This database needs to link another database version 11.2.0.1.0.

On document Client / Server Interoperability Support Matrix for Different Oracle Versions (Doc ID 207303.1) on https://support.oracle.com/knowledge/Oracle%20Database%20Products/207303_1.html I see the note #9 - 11.2.0.3 or 11.2.0.4 only.

What does this mean?

It means that the link will only works if with version 1.2.0.3 or 11.2.0.4 and not with my version 11.2.0.1.0 ?
