Database fails to start after Solaris OS rebuild

We are using 11.2.0.4 on a Solaris server.
Recently the server team applied an OS patch to a number of servers, all came back on line and databases started without issue except for one server.
In this case a RAID controller developed a fault which meant that the Solaris OS needed to be reinstalled, the oracle home disk was not affected however the associated databases will not start.

initialise environment variables
sqlplus / as sysdba
startup nomount
gives the following errors , any thoughts gratefully received.

ora-10997 another startup/shutdown operation of this instance is in progress
ora-09969: unable to close or remove lock file
SVR4 Error: 13: Permission denied
