Database export or Add to Cart and export does not work (Ver: 19.4)

Hi,

Ref: SQL Developer Ver 19.4

I am trying to use Database Export to extract packages and package bodies I see the file created on file system with just message File Created and date in it. No specs or bodies. This is the same problem with drag and drop in cart as well. could you please help.
