Database doesn't go to UPGRADE mode

Hi,

I am upgrading my migrating my database from 10g to 11G.

When i shutdown it and open in upgrade mode with

startup upgrade

When i check the status from v$instance:-

STATUS

---------------

MOUNTED

It is blocking me from running catupgrd.sql

Please suggest
