database default format and what happens when charset is changed

i would like to know the default char set for the Oracle Database and also its format , is it UTF-8 or ASCII.

Also what changes happen when the charset is changed i.e if the data stored in english is now to be stored in japanese then how will the data storage change

and the effect of charset change on existing data.
