Database Connection time..

I am using Oracle 11.2.0.1.0 and windows 2008 r2 server.

Our end users are using Oracle forms based application.

We are facing some issues since yesterday that forms connecting to database server is taking time. ( i.e 3 to 5 seconds).

Can anyone tell me where should I look for this, what could be issues ? where to find if there is any network delaying ?
