Database comparison from performance aspect in two environment

HI,

I am working in a system where it has two environments using two databases of oracle. There is some performance issue in higher environment than in the lower environment. Please let me know what are the parameters that i can consider to compare these two DBs. I was taking help of a SQL which I have and it runs faster in higher and and takes more time in lower environment.
