Data Modeler Browser Not Showing Up

i am using SQL Developer version 4.0.2.15 and this is my first attempt to use the data modeler. i tried to select the View, Data Modeler, Browser and it will not show/open the browser panel. i also tried the View, Data Modeler, Navigator but to no avail. please advise.
