Data Migration From AS400 to Oracle 11G

Hello Experts ,

Can you suggest path for migrating data between AS400 to oracle 11G.
Challenges:
1) Older release of AS400 V5R3
2) Data is not in Unicode format
3) Around 400 GB of data needs to be migrated (containing around 2500 tables)
4) Tolerance for data loss is very less

As it will be one time migration our intention is to migrate data using tools available with standard licenses for database
Also the path should ensure that there will be no loss of data.
