Data Guard vs. Flashback Database

Hello,

Per MOS support instructions, in nearly all our Data Guard environments we always enable Flashback Database as we understand in a FAILOVER situation we can REINSTATE the database in a practical way without having to manually rebuild the database.  I have a vendor however that claims Flashback Database does not need to be enabled to REINSTATE the database.  My guess is they are technically correct if it can be REINSTATED quickly (minutes or hours perhaps).

Q:

What are the limitations of not using Flashback Database for a Data Guard environment?
