Data Guard versus Active Data Guard?

Environment:

Oracle Database 11.2.0.3 EE on Solaris 5.10

I've read several threads here and poured through the documentation but this point still escapes me.

When does Data Guard turn into Active Data Guard?

Is it when the Standby is OPEN and in READONLY mode while redo logs are being actively applied?

If I stop log apply and OPEN the Standby for READONLY access, is that just regular Data Guard?

I obviously want to use Data Guard but not pay for Active Data Guard at this point.

Where is this documented?
