Data Guard remote process startup failed

Hi.

I'm trying to create a physical standby database from the Data Guard Manager, but I keep getting the message:

Data Guard remote process startup faild.

when data guard try to verify the primary (seams to be the first task of the creation process)

The set up is using Windows 2000 as OS.

I'm running out off ideas, so any suggestions will be most welcome.
