Dashboard download using CSV overrides suppression attribute

My version of OBIEE is not current( 11.1.1.7).

I noticed that downloading in Excel format from the Dashboard retains the suppression attribute for a column so that it is not repeated which is working as designed.

The same download in CSV format does not suppress the column value and repeats the value which I do not want.

The download in Excel format is very slow compared to the CSV download.

Is the download format for each column governed by a configuration setting ?
