damaged java runtime environment 1.3.1

I've installed, uninstalled, and reinstalled jre 1.3.1 with jdk 1.3.1 many times now, and I've also tried getting jre 1.3.1_02 on my PC, but the properties window always says that the status of my jre is damaged. It says that a file jre 1.3.1 is dependent on, jinstall_1_3_1.inf* is damaged. It says that the file path is c:\winnt\dow...\jinstall_1_3_1.inf*, and I've tried finding it, but I haven't succeeded.
I don't know how I'm going to get my jre's status back to normal. What do I need to do? Do I need to download a file? Please help, I really don't know what to do about this. Thanks!!!!!!
