DAC client fails to connect to Informatica Repository Server - II

BI Apps 7.9.4
Oracle DB 9i release 2
All installed on single machine - Windows 2003 Server R2


I have absolutely the same problem other couple of authors posted here. However the solutions provided so far did not help me. So, what I've got:

All informatica services are running, DAC server is running as well.

When I test the connections from the DAC client in the Setup/Informatica Servers tab, it fails both for the informatica server (Oracle_BI_DW_Server) and for the Informatica repository server (INFORMATICA_REP_SERVER).

I have followed the instructions given on similiar threads and it did not help. However one important thing: I REinstalled OBIEE and OBI Applications on the machine WITHOUT reinstalling Informatica itself. Could this be the issue? Could I miss something?

Here is the list of my checks:

1. JDK 1.5.0_15 installed. Other JRE installations are coming along with Oracle products installed.
2. PATH Environment variable has following:

D:\jdk1.5.0_15\bin;d:\oracle\product\9.2.0\bin;D:\OracleBI\server\Bin;D:\OracleBI\web\bin;D:\OracleBI\web\catalogmanager;D:\OracleBI\SQLAnywhere;D:\cygwin\bin;G:\minGW\bin;D:\Perl\bin;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;"d:\Informatica PowerCenter 7.1.4\RepositoryServer\bin";"d:\Informatica PowerCenter 7.1.4\Server\bin"

as you can see JDK comes first. Informatica paths are correct.

3. Restarting the Windows machine does not help
4. Starting Workflows directly from Informatica Workflow Manager succeeds.

Need your help ASAP.
