Cyrilic letters in varchar2 fields

VB6 application (OLEDB provider is latest Oracle 9 client) works with Oracle 8i database with NLS setting AMERICAN_AMERICA.WE8ISO8859P1.
Cyrilic letters in varchar2 database fields are correctly displayed in the grids.
But when are passed as parameter to ADODB.Command (cmdText type) object , no rows are returned.

On client workstations Ora9 client's registry value NLS Lang are also set as AMERICAN_AMERICA.WE8ISO8859P1.

What i am wrong?
