Enterprise Manager

I am looking for some suggestions or starting points to begin investigating the possibility of deploying a custom web page into OEM. My overall goal is to create a simple web page or app that lists displays links to other web pages (WebLogic console, etc). I would like to be able to design a web page, and somehow deploy it within the OMS, so that I could access the webpage through an OEM URL. For example: "https://oemserver:port/em/links.html"

Is something like this possible? I am thinking it would be. If so, is it a licensed feature or part of the OEM baseline? If it is not part of a license...then how would I go about doing this? I am failing to find any documentation that would detail any starting point for research or investigation. Thank you for your help.
