Custom verification form creation in WFR

We are using 11.1.1.8 WFR and have a use case to process a custom non invoice document (template based).

I have couple of questions here.

  1. Can we create a custom application with possible Verifier form as per need? If so can some one guide me to the proper documentation for the same?
  2. Can we use WFR standalone, with out any integration to Capture / Imaging or Content (As i can route my inbound images to a n/w shared folder to be picked up by WFR), if my intention is not store the image permanent post the data extraction?
