Custom IB (Integration Broker) message stuck in "New" state

I have created a custom IB message to sync data between two tables of FSCM 9.0 and HRMS 9.1. The messaging is working fine from HRMS to FSCM but reverse i.e. from FSCM to HRMS, is not working. The message is always stuck in "New" state. However I can see that proper XML is generated after triggering this message. I also checked the PSNODESDOWN table of FSCM and I found PSFT_HR i.e. the HRMS node is listed there. Can anyone suggest how to solve this problem?
