Custom Folder And Account on UCM

I need a help on -

Creating folder in UCM and associate it with Custom Account (if we can create custom account on UCM) ?

Scenario : Send All the Attachment for receipts to a particular folder(UCM folder) and provide the URL for particular File to the User so that he could download it directly
