Custom Class Wizard couldn't be launched in visual studio solution

When the solution is just one project, the wizard works fine, but when I try to generate custom class in a solution with multiple projects, it is failed, the error dialog is:

Microsoft Visual Studio
---------------------------
Oracle Custom Class Wizard

Class can be generated only for either C#, VB or Managed C++ projects.
---------------------------
OK
---------------------------

Any idea?
