cursor position problem

I have a form where for each new record cursor should position to first item.

for the below form the cursor should be at Tier.

| Tier start date end date

I am not sure why cursor is not displaying. when I expicitly place my mouse over there and click then it is displaying. how to display cursor.

For each new record cursor should be at item Tier. Please advise.
