Ctrl+Alt = AltGr and alternative keyboard layout

In some language-related reasons I need to use combination of keys like "AltGr+U", "AltGr+S"... but they are binded in some commands in configuration! Please, do not use Ctrl+Alt+'some letter' as keyboard shortcut! First of all, the "Ctrl+Alt" - is the same as "AltGr", and the second reason - it used for some language-related sign: "ūõļā–«»€"
