CSV UTF8 problem

My database's NLS_CHARACTERSET is set to UTF8. Using the CSV Download function, all the csv data is encoded in UTF8.

Is there a way to change the encoding of this CSV download? This is because Multibyte characters (Chinese/Japanes/Korean/Hebrew etc) data, after exported from CSV and opened in Microsoft Excel, becomes garbage characters.
