Csscan - unable to be found

Have ran into an issue that I just can't seem to solve, I need to transform a DB from characterset "x" to unicode (AL32UTF8), looking at the documentation I need "csscan" for this. But I can not find it anywhere not in the folders it should be in nor in any way selectable for installation. I can not find a download for 10 and/or up, is there a specific option in the installation I need to pick, or can I actually download the necessary components (of which csscan is the most important) from somewhere ?

Any help is appreciated (I am well aware that the solution is probably very easy and I have overlooked it several times, however I can't the forest through the trees anymore...)
