CSS in Global Page

Hi I wanted to apply some CSS throughout my application by adding it in Global Page in APex 4.2

And I used

<style>
#t18InlineError {
color: rgb(243, 12, 12);
}
</style>

It doesn't work. Any suggestions to fix it would help.
