crsctl stop crs

Hi all

I have 2 node rac on solaris.
When I issue "crsctl stp crs" on any node then the database and asm is also going down on the node.
And when I isse "crsctl start crs" then asm is not atomatically started. why?
can any one help me on the above 2 things
