CRS Stack won't start after node restart

Dear all,

I have the following scenario.

i installed oracle RAC 10.2.0.4 on two windows 2003 Enterorise edition SP1 i used OCFS file system for the OCR , Vote and datafiles.

to test the RAC failover i restarted node 2, but after Node 2 rebooted the system won't show the log-in screen and stay's at configuring application setting screen

to let it start i have to issue the command "crsctl stop crs" on node 1 then the log-in screen appears at Node 2, then i again execute the command "crsctl start crs" so that both the nodes will be running,

did anyone face this scenario before or someone knows about this issue.
