CRS Service start up fails after applying the patch

Hello,

I am installing a two node RAC on Windows 2003 Server. I have installed Oracle clusterware and database homes successfully. I have apply the patch for 10.2.0.3.0 on top of installation and ran patch102.bat script as instructed in the patch set notes but it fails to start he CRS service giving me the following messages.
Successful validation check of Oracle CRS services status
Skipping binary patch, attempting to startup CRS Stack
Successful startup of OracleCSService
Successful startup of OracleEvmService
Failed to restart the OracleCRService, please try this script again
or reboot the node if necessary.

rebooting doesn't help either. Could someone help me with this issue?
