CRS-2800: Cannot start resource 'ora..vip' as it is already in the INTERMEDIATE state on server ''

Oracle RAC database version 11.2.0.4, I get the message "CRS-2800: Cannot start resource 'ora..vip' as it is already in the INTERMEDIATE state on server '', after starting "listener".

I want to do is create a second scan listener on 2network.

The steps are:

1.- Create 2network (eth2) (srvctl add network)

2.- Create vips (2network) (srvctl add vip -k 2)

3.-Create listener (2network) (srvctl add listener -k 2)

4.-Create scan(2network) (srvctl add scan -k 2)

I can´t start any "resource" because get the message  "crs-2800"
