Cron job in windows

Hi,
I'm a newbie to oracle.
I need to perform a scheduled task in oracle. Can i use cron job in windows? is it possible?

I have one option of DBMS_scheduler in oracle. But i need to have 'create Job' privilage which right now i don't have.
