Creating objects in someone elses schema

We have a common schema which developers have been using by logging in with that schemas name and password. We would like the developers the log in as themselves but still be able to create objects in the common schema and we'd like to be able to see which developers created the objects in the common schema.

I have a couple questions.

1) Can a user create a table or other object such as a package in another schema and if so what privileges do they need?

2) If the above is true which data dictionary table or view will track who actually created the table or object in the other schema.
