Creating folder in /home failed

Hi all,

I'm happy to got a smooth installation on my Toshiba Satellite A10 and replaced my JDS2 Linux.
As root I created a new user with:
useradd -u 1004 -g 10 -d /home/user -s /bin/sh -c "User" someUser 
but there was no folder created in /home. From the console I tried to create a new folder in /home with:
mkdir someUser
but this failed with error massage
mkdir: Failed to make directory "someUser"; Operation not applicable
Trying it with Nautilus: Generic error.

I also can't login with the new created user and password.
What do I miss here?
