Creating a 'new DB connection' hangs, no DIALOG box (SQL Developer 4.1.5, 4.2.0)

Hi,

I have been using SQL Developer for years.   Recently my Windows 7 laptop crashed and I was given a new Windows 7 boot drive.

So I reinstalled Oracle 11.2 client (full admin), and the sqlnet.ora and ldap.ora files are setup properly (tnsping provides results in less than 1 second, with message "Used LDAP adapter to resolve the alias").

Today I downloaded the newest stable  '4.1.5' SQL Developer  and  the newest BETA '4.2.0' SQL Developer (both with the 'JDK 8' included in the download).

Each time that I attempt to create a new DB connection, both SQL Developer versions hang for over 5 minutes (the DIALOG 'edit window' to insert new DB connection string details does not pop-up for over 5 minutes).

   All other tasks/actions work fine in both versions of SQL Developer (actually connecting via an 'existing' DB connection, SQL queries, ...).

Thoughts?
