Creating a DATABASE with ORACLE!

Hallo

Im new to the Oracle database ect. Can somebody please help me? Im using Oracle 10g, and i would really like to know where is the button that i should use to simply create a database? Im just getting the button to create forms, tables ect and i would really like to know, do you create these things first and then when your finish with them, then you get the option to create database and save ect? Or do you create it with the SQL CODE and command line?

I would also like to know if the 11 version better then the 10?
