Create VM failed

When I tried to create a vm from template.It always failed.
Error messages:
Set VNC Password : Linux2 failed:<Exception: Could not find '/OVS/running_pool/62_Linux2' in any storage repository.>

Create VM: Linux2 failed:<Exception: vm('/OVS/seed_pool/OVM_EL4U5_X86_PVM_4GB') status ('RUNNING') not in ('DOWN', 'READLOCK')>.

Who can help me with this?
