Create User Workflow

I haev a scenario where I need to design a workflow for Create User scenario. The requester creates a request for a new user creation and beneficiary manager should approve the request for successful user creation. What can be the general approach for making it work.
Create an approval policy - that has approval process (BeneficiaryManagerApproval) - However, this is used only for the existing users request to resources or roles. How can we make this approval workflow work for User creation also.
