Create synonym for another users private synonym?

User A has a private synonym named PVT_SYN which references a database link. Is there any way for user B to create a synonym for user A's PVT_SYN synonym?
Management is freaked out by users being able to see and potentially access anything granted to PUBLIC. They want them only to see what has been granted to them directly. They also consider the "ALL" views to be very bad. Again because they can see things that they don't want them to see. In this case they don't want them to have direct access to the database link because then they can look at the "ALL" views for the remote database as well.
