Create SQLNET.ora file throug shell script

How do I create a sqlnet.ora file via a Solaris shell script?

I have some of our 11g databases created by another team without sqlnet.ora files and they are now into production.
I am looking for a simple way of creating sqlnet.ora file via a solaris shell script and send it in the filed to be install by one of our CAs.

OR

How to write a simple SQL script to create the sqlnet.ora? I can then create a shell script to run it.

Any idea will be appreciated?
