I am getting
ORA-14120: incompletely specified partition bound for a DATE column

I want to show fractional second portion to timestamp

(partition JAN_2004_JAN values less than (to_date('01-FEB-2004 00:00:00.000','DD-MON-YYYY HH24:MI:SS.FF3')) tablespace data01,
