Create or Delete User

Apex 24.2

I have an app and it users the Apex Access Control out of the box function.

I have given a user the authorization

On my create delete user I have the standard page process but also I use

APEX_UTIL.CREATE_USER and APEX_UTIL.REMOVE_USER

I can create or delete users, but I am also a workspace admin but the user with just the normal Administration Rights gets an error

Any ideas
