Create New KeyBoard Shortcut

HI All,

  I want to create new Key Board shortcut like

  Shif+F1 should create select * from   command.

I have try go to Tool --> Preferences --> Shortcuts Keys

i did not found any option for create new key board shortcut and

try to export the xml and try to modify it is not working.. 

Please let me know is there any option in SQL Developer ..
