Create Histogram or Index ?

Hi ,
Version 10gR2.

If i have a table with 100,000 records.
One of the column have 99,990 rows with the same value, and only 10 rows with a different value.
From time to time i am running query againt one of those 10 records.
Should i create index on this column , or should i gather histogram on this column (or mybe both) ?
