Create Domain (config.cmd) Problem in Oracle Forms and Report 12.2.1.3 installation

Hai All,

I have problem when installing Forms and Reports Oracle 12.2.1.3

My Progress when Install

1. Database Oracle 12 R1 already installed with PDB option

2. JDK 8 installed

3. Weblogic installed

4. Forms and Report have problem at step to Create Domain (when in "Oracle_Home\oracle_common\common\bin\config.cmd")

I cant finish installation coz config.cmd not apear.

When i run in cmd, there is message "was unexpected at this time"

about my Installation Forms, i just fell confused file Installer Oracle 12.2.1.3, coz there is 2 zip file, but when I unzip the second zip file, there is zip in zip,

so when i install this Forms, i just extract all zip, u can see image below

but when i search at this forum, there is article about file installation

I dont know, i get that message "was unexpected at this time" coz that file or not.

I hope anyone can help me,
