Create Database Link in 2.2.1 > ORA-00933: SQL command not properly ended

Been outta Apex for a while now. Just did fresh installs of database and Apex to latest Apex. Trying to create a database link within Apex 2.2.1 and get
Create Database Link Failed.
ORA-00933: SQL command not properly ended

The sql is generated from Apex, not me. All setup info is correct so what's the bug?

Schema has privs for create and create public so that's not the issue. Has something changed within 2.2 to 2.2.1 that causes this or is this a bug?
