Create and Open Directories or folders on windows

Hi all
please I what to know how I can make a button be able to create a folder on the windows OS in the C:

am doing this program and I have to make it able to create folders named with numbers as index number for the folders so the user can store files in that folder, also I want another button to open the folder again, so what is the code or packages that I need to crate this!?
